In December 2025, Israel became the first UN member state to formally recognize the independence of Somaliland; the African Union and African regional organizations rejected this recognition.

Historical context: Somaliland, as a former British protectorate, was administered separately until 1960, after which it united with Somalia; following the Somali National Movement's (SNM) rebellion against the Siad Barre junta, it declared independence on 18 May 1991 and received no international recognition for decades. Against the background of strategic infrastructure in the region, the United Arab Emirates had invested approximately 442 million dollars in the Port of Berbera through DP World in 2016 (a 30-year concession) and had established a military base in 2017 with the approval of the Somaliland parliament.
