In 1995, the Customs Union decision between Turkey and the European Union was taken, and it entered into force on 1 January 1996.

This arrangement constituted an important stage in relations based on the 1963 Ankara Agreement. The Customs Union provided for the removal of customs duties and quantitative restrictions on industrial products and processed agricultural products, and for Turkey's alignment with the EU's common trade policy. Agricultural products and services were largely left outside its scope.
